Updated UI for the Manage Smart Issue Templates pages

Bugs Fixed:

• The deleted Checklist is not shown in the Create Checklist dialog on the Manage Checklists page after deleting the Checklist

• The Checklists created by other users are not shown on the 'Create/Edit' Hierarchy' page in the 'NODE' dialog if the Current User has the 'Apply' Checklist Permission set for the Owner and 'View All' Permission enabled.

• The user group is now shown in the 'Group' selector in the 'Create Scope' dialog if the number of user groups is more than 50

• After Applying the Hierarchy, the variable order is not changed in the Variables section on the Edit Hierarchy page.

• The Issue field is not disappeared on the Edit Template dialog on the Manage Templates page if the Issue Connected with the existing Template was removed.

• The sub-tasks Jira Issues are created if the Hierarchy is added by Scheduler.
