Added specify information message if the user selects a template on the ‘Create Issue’ dialog

The user can`t see the scopes he does not belong to or he is not an author (info)
Bug fixes:

The ‘Create Issue’ dialog is not closed after the template creation was finished or canceled.

The GLOBAL system scope is set by default for the templates that had lost their scope.
