Added bulk edit for Templates that allows setting scope (Documentation)
Added specify error message if any user or group was not selected on the ‘Permission’ dialog.
The frames of the dropdowns are highlighted red on the 'Permission' dialogs if the data is not entered.
Bug fixes:
The cross images are located in the middle of the rectangle in the 'Alternative Projects' field on the 'Create Hierarchy' page.
The newly created scope is shown on the 'Manage Scopes' page automatically after creating it.
The ‘Duplicate' button is enabled after the node is excluded on the 'Hierarchy View’ page.
The ‘Apply’ button is not clickable in the ‘Apply Hierarchy’ dialog if the current user is not the hierarchy owner.
The error message is shown in the node row on the 'Hierarchy View' page if the selected project does not support the following issue type.

The 'Can apply' radio button is placed in one row together with the filters on the 'Manage Templates' page.
The ‘Edit Scope’ link is not shown under the ‘Scope’ selector on the 'Create Template' dialog if the user does not have permission to edit the selected scope.
